Jan. 31.-A dla patch from Waraaw aaya that bjr order of the govern or Eeuernl the *overnmenta of Wanuiw. IahIz and IVtrokoff hare beeu placed uuder the operation of the law for the atrlet maintenance of public order. The (ovenunent bulldinga and Urge factorieo are jimmied by troopa. Part of the electric light plant haa been deatroved by atrilcers. Interest has been transferred entirely from 8t. I’eteraburg and Moscow to Warsaw. I,od* and Libau. where a state of siege haa been proclalmq^L Warsaw la the chief center of interest on account of the rioting there on Sonday and Sunday night. In which at fcaat 100 persona were killed or wounded. The -trike continues unabated, and business Is paralyzed. The public reprimand administered to Deputy Chief of Police Roudm-ff of Momcow on account of the posting of the anti-Britlab telegram In that city has been delivered, and in government circles It la thought to be severe enough to satisfy British opinion. It is thought that this step, together with circulating the reprimand In provincial administrations, will prevent farther attacks or insinuations against foreigners and will remove the incident from the realms of diplomacy. Reports from Warsaw this morning •ay that the street railway service has been partly resumed, with soldiers riding before and behind most of the cart. Few cabs are running. Street fighting continues, and the mob is growing in dangerous fashion. There have been frequent collisions between the people and soldiers. Revolutionists attacked the troops with revolvers and knives. The principal disturbances hare occurred in Novtawtat street, a leading business thoroughfare. At 11 o'clock at night a regiment of Infantry marched to that thoroughfare from Smolnn street when somebody fired on them, whereupon the troops were ordered to form a square and fire from four sides. There hare been many sad cases of wholly innocent people shot accidentally as they turned street cerners. There are rumors thst hundreds have been killed In fighting in the suburbs, but there has been a comparatively small death roll reported. Fighting was renewed this morning, people firing from their bouses on the troops In Novlswist street All the alcohol monopoly shops bare been plundered, and most of them hare been horned. The serious feature of the strike altnation in Russia is its continued extension in the Baltic provinces and in Po-
land.
Strikers are cutting telegraph wires and interrupting communications. Fears are expressed of most serious disorders, especially In Poland. A small group of nobles of thq Institute of Moscow bare prepared a petition asking the emperor to Invoke a national assembly.. Prince Gurielly, an officer of the police guard, while driving past the iron works yesterday at Batoum was shot and killed by an unknown man. No ar^ rests have been made. Maxim’Gorky has been brought here from Riga, where be was arrested at the bedside of his sick wife. He has been imprisoned in the fortress of St. Petersburg by General TrepofTs orders, and it is feared be will be dealt with kammarto.'J-ft His impftai highness the Grand Duke Vladimir, the ancle of the exar and military dictator of 8t Petersburg, is reported to have said: 'The people of Rossla are absolutely unfit for a constitution, and there win be none given. The emperor is nnahakably readme on that point** About 100.000 persons have struck at Lodz. Telephone communication with that city has been interrupted by the strikers. Meanwhile practically all clssses anticipate renewed terrorism. It Is said that when the leaden notified the Social DemooatMtbat a truce had been proclaimed immediately after the dose of the aemstvotstB’ congress they ware told that the gantirt would again be k to t£h
