TRENTON, N. j„ April 25.—Governor 'Stokes appointed the commission provided for In Senator Hutchinson’s bill to recommend to tbe legislature any needed changes In the state’s Jodi-, clary system. The commission named consists of ex-Governor John W. Griggs, ex-Govern or Franklin Murphy, ex-Supreme Court Justice Rennet Van Sickle, Charles L. Corbin and John B. Hardin. PARIS, April 24.—Yielding to personal solicitations and representations of President Loubet and the leaden of the government, who declared that Ms retirement would be a serious national peril st this time, M. Delcasse advised Premier Roorter that he would reconsider and withdraw his resigna-
tion as foreign minister.
This was after strong assurances had been given to Mr. Deteasse that, the ministry was united in sympathy with and support of bis foreign policy. It was the intention to bold a cabinet council, at which- the united attitude of tbe ministry upon foreign questions would receive definite expression. However, M. Delcasse's personal conferences with MM. Loubet and Boovier made such an explicit declaration unneceasary, the proposed council was, abandoned, and Premier Bonvier went at 5 p. m. to the Elysee palace, where be annotmeed to M. Loubet that M. Delcasse would remain in-the cabinet In tbe course of the conferences between tbe president and MM. Bouvler and Delcasse the latter said tbs': be would retain the portfolio of foreign affairs only In case tbe entire cabinet approved of bis foreign policy, which he would carry out according to bis views.
