MINISTER BOWEN, directing him to come to the United States In connection with the charges affecting Assistant Secretary Loomis. The minister acknowledges bis willingnees to come to the United States Immediately. sailing today, but preferred that ha be permitted to delay his departure from Caracas until the Monday following, so that be may hare time te settle seine matters before learing This arrangement was satisfactory to Secretary Taft, and permission was given the minister to daisy his departure aa requested. This will enable him to get home By May 15. President Roooerclt will then bare returned and will be able to quickly bring the Investigation to a close. Secretary Taft said last night that nothing further would be done by him until the return of the president Upon his arrival in Washington Mr. Bowen will be called upon to substantiate the charges be has made, and he must answer Mr. Loomis' countercharges. • Substantiation of bis charges la the important question for Mr. B->wen, for open It rests his future official Ufa.
