The Atlantic proceeded for Cowca. Isle of Wight, Intent on beating the record. After passing Scllly the Atlantic wak becalmed and had twelve hours to drift. At tbe Lixard she met a tremendous sea swell and for some time drifted backward and forward. ' * Captain Barr and Wilson Marshall, tbe owner of the Atlantic, agreed that they bad made a splendid passage, without a single mishap, only exj*erlenclng one strong gale, through which the boat rode admirably. Tbe record sail for one day was 341 knots, which, Mr. Marshall believes, beats anything hitherto achieved. This was made May 24. On May 25 the yacht made 282 knots, on May 20, 179 knots, on May 27, 143 knots and on May 28, 213 knots. The Atlantic jiassed Wolf rock with every stitch of sail set. Her spinnaker was rigged to starlsuml and tbe American ensign was at her peak. Shortly afterward the wind dropped and the spinnaker was taken In. Captain Burr was balled by tbe correspondents’ Unit. He said the Atlantic had made an average speed of ten and a half knots since leaving Sandy Hook. Captain Barr a iso said that none of the competing yachts bad been sighted by the Atlantic since leaving Sandy Hook. The . Atlantic was commended because of her fast record as a race f i-r and'particularly because her •ir was the veteran Captain Barr P defender fame. It was thought any that his skill and experience, coifh-lned with tbe Atlantic's reputed power in all kinds of weather, was an assurance of victory.

General Slocum started out for the war as' colonel of the Twenty-seventh New York volunteers and took part In the battles of Bull Bun. Gaines’ Mill. Malvern Hill. Second Bull Bun, South Mountain. Antletam. ChancclloravlUe and Gettyaburg. He commanded the Twentieth army carp* in Sherman’s army during tbe march to Atlanta. In 1£G5 be resigned from the army and went back to the practice of law In Brooklyn. He was sent to congress in 18G8. 1870 and 1884. He died In 1894.

FRANCHISE TAX UPHELD. Supreme Court Derides lu Paver of New York Ctfe. WASHINGTON. May 30.-Tbe New 'York special franchise tax cases were , decided. by the supreme court of the United States adversely to the corporatfon* by which they were brought to the court. The decision was handed down by Justice Brewer and it held tbe law under which the tax wau levied to be valid. Thla, tbe first unanimous decision ever banded down by tbe tribunal, will involve $25,000,000 due tbe five boroughs of Greater New York In franchise taxes and an annual Income for the future of $4,000,000. The law was passed in 1900, when Mr. Boouerelt was governor of New York, and since then bus been stubbornly fought up to the supreme court. Tbe larger toporatlous refused to pay the tax. .'Islmlng that tbe state had no right to act between. companies operating public utilities and the municipalities granting the franchise*.
