The dtscovery (hat a fed-ral prisoner confliu^l in a Vermont jail bed been allowed to keep a valet, besides receiving other privileges which made his incan-eration easy again call* attention to the need for better provisions for the punishment of offenders against United States laws. Some time ago it wa* discovered that a defaulting bank official, sent to a Massachusetts jail, had so many privileges that he was practically a boarder In tbe Jailer's family He was allowed to go fishing and to leave the premise* whenever he wished, and he gsually spent his evenings playing games with the keeper's family Such partiality shown to federal criminals, observes tbe Pittsburg Gazette, arises from the knowledge that they are beyond the county and state Jurisdiction except In the fact that they hare been committed to the sheriff s care. Be ■ides this, they are often educated persons. accustomed to luxuries, end their personality U likely to appeal to the offleer in charge. It has been the coelom of attorneys to learn of the prisons where such offenders are likely to be treated leniently and ask that they be sent there to serve the term for which they are sentenced. While all such prisoners may not receive special ponsideratlon. there is the temptation to allow it so long as tbe present system' prevails.
