What Mr. Hughes said was, in suh stance, what Gorernor Stokes said In - speech at a dinner in East Orange ho month. “I believe in criticism, strong criticism. Tbe community owes it n only to itself to be relentless with the evil doers, but to give It. meed of praise to those who stand true to their trusts We are not lacking in faiUifnl public servants. There is no reason for general abuse of those who represent us in the Legislature or on the bench.” Governor Stokes made the same earnest plea in almost the same language. Again Mr. Hughes repeats the admonitions of Sew Jersey's Governor when he says: “A sorry spectacle thi man who sees nothing hot evil i world full of good. The contagion of good is more potent than thecontagion of evil. It is true we have in thi. country a great deal of dissatisfaction, of uneasiness, which springs from a feeling that there are wrongs to be righted, dlaenmlnations in business life that should bs sxpoaed. But eo far as oar public ideas go, I believe they were never higher than at tbe present when men m public life were more res-

ponsive to them.”

Mr. Hughes speaks directly to the point and utters truths in epigrams. His words have a singular application to aflairs in this state as when be my. j in cobdnsion: "We have great need i for men who can think sanely, who have sense of proportion, who are not earned away hr desire to repeat tbe rewards of criticism. It is a great misfortune to a man to find him lacking in what is lovable about him; that be becomes a common scold- I take so pessimistic view of the fntme of our public hie. Tbe motive of our poMic men '• more largely to-day the giving !«> the cot'imunity that which benefits it than mere transient success, of individual or

Ibese sane, just and eirqoenUy truth ful views by a man of the character ol Charles E. Hughes are addressed to tbe American people generally. In tbe main they reiterate the words of Governor Stokes and emphasize them. Let us criticise and condemn evil-doers, bu: at tbe same time give credit to those who arc faithful, and "we are not lacking In faithful servanta," as the record of State legislation this year al ow. Let us not eternally hold up the evil and hideous, says Governor Stokes, sod Mr. Hughes responds: "Thecontagion of good la more potent than the contagion of evil.” Governor Stokes asserted the integrity of the avenge public oBeer, and Mr. Hughes says that "to far as our public Ideals go they were never higher than at tbe present

management la attained.

The mile a minute boat has not yet put In lu appearance, though Paris has a count who has Invented n gliding boat called a hydroplane, with which be hopes to be able to reach a mile a minute gait, or sixty miles an hour. The boat has planes or fins upon tbe bottom. Exceptional claim, aa to speed are made for a type of power boat invented by Tbaddeas Davids of New York and recently iiatented at Washington. It has a tube running through tbe bull, thoa allowing tbe water to pasa through tbe vessel from

tern, where it la delivered to

the proiiellcr in a solid mass. This prevent, in great measure the churning up of tbe water and the eddies cansed by the water coming In around the aides of tbe stern to the screw. It also lessens tbe combs of spray formed boat making high speed and which sometimes are ao heavy as glblde the craft from view. Leas resistance Is offered to the water at the bow. It la claimed. In consequence of tbe tulie passing through tbe bull. The Invention take* advantage of tbe principle that tbe movement of a fluid through a pipe or tube la somewhat analogous to the movement of a rope through the same—that Is, It can be drawn through with lees friction than It can lie pushed through. Tbe Inventor exix-cts that by using this type of construct km power boat, m.y Increase their speed from 33 1-3 to DO per cent In other words, boat, which are approximating a speed of forty miles an hour, as Is c.'tlmed for the Den. might tie able to hit up a pace of sixty seventy miles In tbe near future. It 1* about three year* since William 1C Vanderbilt. Jr., brought hla turbine yacht Tarantula, with its record of 38.75 knots, to this oountry. Ur.
