minioiom depth of thirty feet, so far advanced in its construction that its completion may be considered as a cer-
preaent. No community can establish a crest commerce until the means for the development of Uft commerce
first provided.
On tbe Atlantic coast there is no It bor and no coaling station between Sandv Hook and Norfolk, nor will there ever be unless tbe government renders Its aid to an enterprise of tbe natnre of the p'rsent one. Tbe preaent harbor, when developed by the deepening of this inlet will admit not only vessels of commerce, bat thoee of the nary as well and it would seem a narrow minded policy for the Government, when such s harbor is provided to fail to utilise its advantage* by faiUng to provide the mean* of socceas to that harbor.
