Twalva Yearn of Prograaaiea Govarr,Tha effect of Republican legislation began to manifest Itself in 1805 iu an Increasing Income and In expenditures dlrerted from the useless ofllr— »holIsbed by the legislature to the shite Institution. In 1835 the state's Inco-iie was $2,175.5*11.83. and the treasury balance $833,747.88. The public scboali received $100.noo out of the riparian fund. The state expenditures wore $2.209.033.Sfi. The Income from the taxes on miscellaneous corporations was $038,292,30. or $161,080.10 more than the income In 1833. when the 1 *cm-. ocrats were in control of legislatiou. Stats Incema Increased by $2.422.14342. Last year the comptroller’s report showed these comparative figures: State treasury Income. $4,508,075.75, an Increase of $2,422,143.02. The state treasury balance was $2358308.13. There was paid directly to the public schools $1.215.80231. while the principal of the ri|>arian fund was Increased by $037323.35. although the annual appropriation out of the fund to the' schools had been doubled. The vastly Increased stale revenue, which more than doubled the Income of 1895, Justified and necessitated large ex|>eudltures for necessary state purposes Last year they amounted In the gross tc $3664.73129. of which $631,723-19^ was extraordinary, the ordinary expenditures being $24>70.0Cil30. or $1. 628,008.85 less than the Income for the year. The annual appropriation of $1.01530231 to the counties to pay 35 i>er cent of their school taxes Is not an expenditure and is not included In these figures. The Increase In the annnal Income of the state since 1835 U greater by $266212.00 than was the entire state revenue In 1805. In ten yean the state's Income has !>een increased by $2,422.14332 and the state's exfiendltures by *1.3U.'.f,'>143, exclusive of the school uppropristion. a difference of $1396.651.43 on the credit side of the state ledger. From 3895 to 1905 Inclusive the miscellaneous corporations paid a total of $16317.029.41 In fran ehise taxes and several millions In registration fees. In the previous period of ten years the aggregate of Income from these .franchise taxes was $3300.73037, ano^tlicfees were less than half a mllliotL'-fbe war debt has been wholly wiped out Rich Benefits For the People. To public education the sate has been most proviJenj. From 1895 to 1906 Inclusive there was paid $3,478.470.12 to public school objects In addition to the annual appropriation of about a mRUon toward the county school taxes, making a total to date of nearly $6.000300. Benefits to Labor. The legislative contributions of the Republican party to the legitimate lute rests of labor hare ta broaden thr workman'!
standing and widely recognized abuses,
namely:
The act of I960, providing for (he cash payment of wages at periods not longer than two waeks, which baa been and U now of Incalculable t* to the large populations of the i producing districts In the soul
counties of our state, and also to the Iron miners of the northern sect km. who had for generations back bees obliged to accept goods at company stores Instead of the cash which they had honestly earned by their labor. Second, the tenement bouse lew of 11*6. uudrr which a board to control the erection of tenements waa appointed. whose duty It Is to nee that structures In which of necessity large numbers of our population must find homes are provided with every safeguard Of health known to modern sanitary and hygienic science. Third, the general factory act of 1004. which fixes fourteen yean as the mini mum age at which children of either a»-x may lie employed In factories or workshops, provides for the - fullest IHwalUlc protection tor operatives In the nutter of factory construction, the use of safeguards against accidents and thr Installation of such devices as are specially designed, like the exhaust fan, to mitigate the dangers of oecuiutkms known to be a menace to
health.
Fourth, an act. appointing a commitslon to revise the master and servant act In the Interest* of labor, an act greatly desired by laboring people. Mew $181# Institutions. Of this total only 37K) miles were built prior to 1891. when the In power In legislation. New Jersey Is today foremost ef all the stales in the extent of Unproved roads, and her example has been of Immense benefit to the country at large, while the Improvement has been of enormous benefit to New Jersey farmers and villagers and has vastly stimulated the growth of suburban places and the values of suburban and rural property.
