> him on October JO by lieutenant Colonel LodrSood. Colonel Hox ey and Captain Kutx, ot the Permanent Board of Hirer and Harbor Engineer*. Secretary of War Taft haa directed that a aurvey be made of the propoaed new Cape May harbor, and the work la already under way. It la In charge of Major *C. Flagler, of Wilmington, and Major Flagler haa aaalgned F. C. Warner superintend the carp* who are making the aoundlnga. This acUrlty at Cape May la being viewed with Interest, not to say anxiety. by the shipping men of Philadelphia. The object of It la flr*t-class port, capable of receiving the largest ocean-going vessels, at the mouth of the Delaware* rivei. There haa never been such a port along the New Jersey coast between Sandy Hook and the Delaware Bay. Cargoes bound for this locality had to be consigned either to New York or Phila-

delphia.

The advantages of a harbor at the mouth of the Delaware were expounded to the River* and Harbors Committee la Washington by twpreeenUtlvea of the Cape May Real Estate Company. which la expending about M.100.000 in Improving the upper end of Cape May. The company haa dredgad the basin at Its own expense, making an Inland lake S006 feet wide at Its broadest point, or twice tbe width of the Delaware off Market street. The depth of the basin la forty feet.

A «*n<ih«r at the Inlet was the problem which the government was asked to overcome by the erection of two Jetties to cost about *600,000 or *600.000. These Jetties are to extend out Into tbe sea 4000 feet, with *60 feet cf water between them. It was called to the attention of the Rivers and Harbors Committee that" New Jersey had never received a single cent from the government for the Improvement of Its U3 miles of seacoast. and this argument carried great weight with the committee. Both the New Jersey Senators and the Congressional delegation of the State narked hard for the survey, and when the Rivers and Harbors Committee re ported favorably on It they tbe fight as good aa won. On August 1* the representative* of tbe Permanent Board of River and Harbor Engineers visited Cape May and looked over the ground. la their report, which has Jnst been made public. they say: "It appears from the Information bofois the board that the Real Estate Company haa already expended a large sum In tbe prosecution of Its project resulting la the excavation from the

about *.000.000 cubic yards of material, which work la progressing at tb» present rate of from 600,000 to (00. 000 cubic yards per month. About 400 acres have been brought to grade, and about 400 partially ao. "It also appears that both the Pennsylvania and the Reeding Railroad* I a lively developli tbe city of Cape May. and aa an evl deuce at their belief la the future commercial Importance of tbe locality. H la stated, they are expending about *2.600,000 In double tracking and otb-
