Toe State should | manifest tbie care. A Reform School it ' not a place of punishment, bat of reforms ■ Prison* are adapted to pwiitkment, nut ref. oruistioo. Within the wall* ol oar Slat* ' 1 Prison, between th* ages of 15 and It, ere i 72 children ; between the ages of 13 and 15, are 58 children. The#* are 9 children between the ages of 11 and 13-iu all 151 in our Stale Prison. This school le d»- ' signed to be a school of reform fur just such , children; designed to bring out the good in the nature of the children. The success 1 of this school is for. thrm a strong recommendation. Their advantage to the youth, 1 in other Statee ia unquestionable. The Rev. gentleman related a number of inci- ■ dent' illustrative of Ibis point. There is a time in life, when the habits arc unformed, ta-tss ere undeveloped ; take the child then and hi* character c«n"be moulded fur ' good ; hot leave hint, and he is ouch an gable ; in the Reform School, he is taken a \ un impressible period of life ; ami by re. | furtnatory, not penal measures, they can ' l>e trained to become useful sod industrious citlxehs. M'. S. C- Allinson, offered a few remarks, detailing his experience in investigating the r furmatory insulations of Connecticut and Massachusetts. Judge Near staled that ha waa opposed to a Slate doing cbarit) ; but believed a Stale should care for the interests of tbe young. In a cei lain sense a Slate wa« e parent tn bar yen ng, end bar interest! is involved in the protection of her children ; • hetever ibet protection may eost. This state of things was occasioned by a ceasidsrabte fall of snow immediately after a heavy 'bower of rain, on 7'hureday night, which wns followed by a little more rain by way of variety.
