To the Governing Bodies of the TaxingDistricts of Cape May County. As the time is at hand for the preparation of your tax budget, the County Board of Taxation feels it to be its duty to direct your attention to certain points which it will be necessary for you to consider in making your appropriations for the coming year. The new tax laws provide that in all municipalities in which the tax rate o for county aid municipal purposes is over $1.75 and under $2.00 on the $100 of assessed valuation, there shall be a reduction in the tax rate each year of 5 cents on the $100 of valuation until the maximum rate of $1.75 on the $100, is reached. In municipalities in which the tax rate for county and municipal purposes is over $2 on the $100 of assessed valuations, there is required a reduction of 10 cents per $100 valuation until the maximum rate of $1.75 is reached. There is added to this such rate as is necessary to raise the State School Tax required from each municipality. The State Constitution and Laws require that all property shall be assessed for purposes of taxation at its true value and this is interpreted to mean such sums as it will sell for by cash bona fide sale at private contract. The popular idea seems to be that the Assessor or the County Tax Board or both, are responsible for taxation. This is not the case. Neither the Assessor nor the County Tax Board has anything to do with the amount of money to be raised in any municipality, excepting to see that each property is charged with a fair and equitable share of it in accordance with the requirements of the 'law. The gentlemen composing the governing bodies of the municipalities of Cape May County are requested to familiarise themselves with the fundamental facts presented so that in formulating the list of appropriations for the coming year they

propriations for the coming year they may be able to form a more or less accurate opinion of how much money can be raised by means of the rate allowed by law on the true value of property in the municipality for which they are responsible. - - ; The County Board ot Taxation deems . , it to be*a duty to notify the governing body pt each municipality that no money in excess of the amount which will be yielded by the legal rate on the assessed true valuation of property within its limits, will be permitted to be assessed, and -thia_ places upon these bodies the duty of ascertaining before appropriations are made, how much money can be legally raised, in order that embarrassments in the finances of municipalitiewnay be avoided by the making of appropriations in excess of the amounts which can be legally raised. The total tax Tate includes the ■um of the rate for State 8chool Tax, the rate for County Tax, the rates for local school and city, borough or town- ' ■hip tax, under the bead of Local Tax. Suppose the total rate this year to have i been $2.06, dedust $ .20, rate for State School Tax and there is left $1.96 for waanty and local tax. Deduct $ .82, which was the rate for county tax this i year (1907) and there is left $1.63 for local tax. Since the rate for county ■ and local tax, was in exefiss of $1.76 and the county tax has not reached its ; maximum of 60 cents, thiB must be re- • duced by 6 cents, making the net rate , A $1.68, available for municipal and ' < school purposes. If the valuation is $1,000,000 there can be raised for mu- ' -> nicipal and school taxes $16,800 and no more. Neither the State School Tax bor the County Tax is likely to be materially increased this year and if a , rate of 20 cents for State School and 1 86 cents for County Tax he used as a basis of calculation it will not be far ] out of the way.
