The new primaff Wrt, which t went through the two Houses just be- i fore they adjourned in October, and t which was approved by Governor t Stokes, makes a radical change in our elections. 1 The peonle of thtf State have been waiting very patiently for the full 1 text of the new Primary Act so that i they might see what changes have < been made. For the benefit of our < readers we publish chapters 278 and 281. A Supplement to an act entitled "A i further supplement to an act entitled ; 'An act to regulate elections,' ap- 1 proved April fourth, one thousand and eight hundred and ninety-eight," which further supplement was approved April fourteenth, one thousand nine hundred and three. Be it enacted by the Senate and General Assembly of the State of New Jersey: 1. Hereafter all candidates of polit - ical parties for the following offices, to- wit, members of State Senate, me ubers of General Assembly, County Clerk, Surrogate, Register of Deeds, Sheriff, County Supervisor, Coroner, Uayor and for all elective offices of any county in this State, to be voted for at the general election for members of th < General Assembly, by the voters of any county in this State, or of any political subdivision thereof, shall be nominated directly without the intervention of delegates or conventions, at the primary elections held pursuant to the act to which this act is a supplement, and the acts amendatory thereof and supplemental thereto-: provided, that JtheJjrovisionS/tif thisjact shall not apply to the domination of candidates for Representatives in Congress. 2. Nol less than one hundred voters of any political party may file with the County Clerk of their counnty a petition or petit ons endorsing aoy member or members of their political party as a candidate or candidates for b the nomination of said party to any '- public office of any|county and requesting that the name of the person or persons so endorsed be printed upon the official primary ballot of such political party. The said petition or petitions shall be signed in the manner and form provided for the signing and filing of nominating petitions under the act to which this act is a supplement, and shall have attached thereto the affidavit and acceptance as required by ^said .act. Said petition or petitions shall be filed with the respective County Clerks at least fifteen days prior to the^ime fixed by law for the holding of such primary election, and t e said County Clerk shall certify ail of said nominations to the clerks of each municipality in his respective county at least ten days prior to the time fixed by law for the holding of said primary elections, specifying in said certificate* the political Tarty to which the person or persons so nominated belong and said municipal clerks shall each respectively prepare the official primary ballot as required by the act to which this act is a supplement and shall cause to be printed upon the respective tickets for each political party under the name of the. office or offices to be filled the names] of all persons so certified as nominated for thg respective offices to be filled, in addition to the other names to be printed thereon as required bylaw. In all cases where more than one person is to be elected to the same or similar Office and the petitioners desire and so request in thoir petition, the municipal clerk instead of printirg the names of the various persons so nominated on the primary ballot, alphabetically, as now provided by law, shall print all of the names so endorsed in said petition consecutively and shall bracket all of the names in said petition under the name of the offices to be filled. 3. The Board of Registry and Election in each election district of every county in this State shall within three days after the primary election in each year file a complete copy of the result .of such primary election in their respective election districts signed by the members of said Board, with the County Clerks of their respective county, who shall forthwith canvass said returns and thkvpereon having in the aggregate the highest number of votes shall be the candidate of his respective party for the office to be filled. In case more than one person is to be 'elected to th^ same or similai office the persons having the higbesl number of votes to the extent of the

number of office* to be" filled shall be < .the candidates of their respective I parties for the said offices. The County ; Clerk shall cause to be printed upon t the official ballot of the respective i political party, to be used at the sue- i cecding general election, the names of i the candidates so nominated lo fill the i respective offices. 4. Not less than fifty voters of any ■ political party in any municipality of ' this state, other than a county, may : file with the clerk of each municipality a petition endorsing any number of thtir political party as a candidate the nominacu^ of said parry to public office in said municipality in accordance with and in the manner provided by the act to which this is a supplement for the endorsing of candidates for nomination in a single ward and township, and such municipal clerk shall cause the names of all persona so nominated to be printed upon the official primary ballota of the respective political parties in the election districts, the voters of which are entitled vote f or such candidate, and the result of said primary election shall be tified to the County Clerk of said county in the manner provided in section three of this act, and the person receiving the highest number of votes shall be the candidate of his political I party at the ensuing election, and the County Clerk shall cause his name I to be printed as such candidate upon • the official ballot of hie party, to be - used in the election districts entitled 1 to vote for said office ; provided, that nothing in thin section contained shall interfere with or alter the provisions r of the act to which this act is a supplement, providing for the nomination of . candidates for public office in a single borough, ward or township. £. The provision of this act shall be construed in conjunction with the provisions of the act to which this is a supplement, except where inconsistent f therewith. j 6. In any year preceding the elecf tion by the Legislature of a United 1 States Senator it shall be lawful, at the primary election of any political 3 party entitled to hold an election uni der theprovi si ons of the act to whi ch this i act is a supplement, for the voters of / such political party in this State to ex1 press, in the manner hereinafter proi vided, the preference of said voters for / United. States Senator. 2.
