December 28, 1908. «• As City Clerk Thompson started t^ j read it, one of the contractor*. W. H. j Church, arose gad said. "I object" a The Clerk continued the reading, how- ' ever, and when he completed it, ita 1 adoption was stored, and be called " "Dook!" who voted "no," and the proceedings were again interrupted by Church, who addressed the president and stated • that he was a bidder on three of the Jobs and a citizen and taxpayer in the City of Cape May. According to bis understanding of tbe matter, each bid for each of the contracts had to be accompanied by a certified chock. He had arranged with a gentleman to have him call on the ' President of Council when tbe bids | were opened to 8£e that each one waa i accompanied by a certified check. He I had discovered a day or two later that for some reason the gentleman bad not • done this. He then called on the Reoordt r who tol 1 him first thai he djd not know whether certified checks had been filed or not and afterward when Church demanded to see them, tbe Recorder said that Bennett's bad been leturr. d. Since the contract had not been awarded, be did not know how such a check could be returned. Mr. Church concluded by saying that "If Bennett has not filed certified checks, 1 demand the jobs 1 estimated on." Councilman Townaend said. "With all due regard to the Solicitor, I think this action irregular. The bidders bid upon tbe whole wort and the resolution proposes to apMt It up until a certain amount of money is spent Many a
; van would have bid on the smaller contract who would not tackle .the | larger. I think tbe only thing to do is ' to reject ail olds and re-ad vertiae." Tbe roll call waa then continued, Elwell voting "ype." both of the ' Hands "no," Moore "yea." Sayre "ynf." Shaw '"no" and Townaend "no" 4>d Ware "yea." The Clerk , announced four in the affirmative, five in the negative, and President Wan said.
