He declares that it would be extremely desirable for the [State Board to advocate the retention of all the school moneys now paid under tha act of 1906 for a period of time sufficient to enable the construction and establishment of not only a second-rate college, but one which will equal the State universities of other States and be a credit to New Jersey. t
