MARYLAND • i ASSOCIATION IH SESSION AT HOTEL CAPE MAY I THIS WEEK— MANY NOTED JURISTS HEBE SENATOR JOE BAILEY, OF TEXAS, ON PROGRAM. From Thursday's Daily Star and Wave 1 Two hundred members of the Maryland State Bar Association convened at I the Hotel Cape May, this morning at ■ 10 o'clock, in their twentieth annual I session. The morning session was taken ■ up with the president's address and reports of committees. Judge X. Charles i ■Burke, President of the Association, i spoke on "The charge of Judicial Usurpation." The speaker deplored the attacks upon i the judiciary and asserted that it was the intention of the framers of the constitution to confer upon the -courts the i • right to pass upon thyconstitutionality of all legislation. It is the only safe 1 guard of the constitution. Our American system makes the judges the guardians of the constitution and invests them with the power to protect and safeguard the liberties which it was intended to secure. The address throughout was a plea and argument for the permanence of our system as we now have it and an excoriation of the radicals who would persuade us that all that is established is wrong, and all the untried nostrums for public ills are safe and will give permanent relief. It requires no uncommon spirit of prophecy to foresee, that, whenever the liberties of this country are to be destroyed, the first step in the conspiracy will be to bring courts of justice into odium; and, by overawing the timid, and removing the incorruptible, to break down the last barrier between the people and universal anarchy or despotism. The rest of the morning session was taken np with reports of officers and committees. The officers of the asso-| elation are President, Judge X. Charles Burke, of Towson; Vice Presidents, Robley D. Jones, Frederick T. Haines, Thomas H* Robinson and Edward Guest Gibson. Secretary, James W. .Chapman, Jr., Baltimore; Treasurer, R. Bennett Darnall, Baltimore. During the afternoon the lawyers held no session but gave them- selves up to the pursuit of pleasure. There were numerous sailing parties and a general exodus to the golf links and tennis courts. ■* The evening session was called to order at 8.15 and the time was devoted to the speeches' of George Weenir Williams of the Baltimore City Bar, who peoke on "Some Aspects of the Workmen's Compensation Law," in jta applicability to Interstate and Foreign Commerce Carriers.; and of Albert C. Ritchie, of the Batlimore CSty Bar who apoke on the subject, "The Debt We Owe to the Civil Law." The first speech followed the line of thought usually brought out in a discussion of this almost universal subject, in this country. Judge Ritchie, in his address, reviewed the history of the down through Rome and Medieval times development of law, from earliest times, to modern days. .
