And be it- further or-, s dained and enacted that it shall be un- - lawful for any person or persons, company or corporation, at any time, to open any street for the above or for any purpose whatsoever without first having obtained a written permit for the i same from the Borough Clerk. Section 3. And be it further ordained and enacted that for each and every violation of the provisions of this ordi- . nance, the Mayor or Justice of the Peace, may upon complaint, and due - proof, impose such fine upon the offender or offenders as he may think proper not exceeding the sum of Twenty-five Dollars, for each and every offence with costs to be taxed, and in default of said fine and cost6 may oommit the said offender or offenders to the Borough or n County Jail until such fine and costs are paid. Section 4. And be it further ordained and enacted that this ordinance shall :- take effect immediately upon its having been passed, approved and published according to law.
