Griggs became Governor he appointed Mr. Barter aa State Superintendent of Schools, a position which he held for the following sixteen yean. He waa legislated out of office when the Democrats got possession of the State government in the administration of Governor Wilson The Department of Public Instruction was then created and the present Commissioner of Education, Calvin N. Kendall, waa called to this state to take charge. Mr. Baxter was very well known and highly esteemed in this county.
