DANIELS, THE CHEAT MISFIT. "And it ought in my judgment, to be Incomparably the greatest navy in the world." So spoke President Wilson at SL Louis in discussing the sea arm of our national defence. Co incidentally with this Admiral Strauss, chief of the Bureau of Ordnance in the Navy Department, was testifying before a committee of Congress and was admitting with reluctance that Secretary Daniels had cut $12,000,000 from the estimates made by the Department's experts— and this without consulting anyone. The reduction which Mr. Daniels made came chiefly in the item of ammunition and in the •item for anti-aircraft guns, with which the experts planned to defend isolated radio stations and the like from their most dangerous and insidious enemy. This, is not the way to procure an incomparably greatest navy. And if Mr. Wilson's judgment is to prevail it is evident that radical changes will have to occur in the Navy Department. The Shortest cut to such reform, and the most effective remedy, would be to dismiss Secretary Daniels. Such action would afford convincing proof that the President is in earnest in his judgment as to what the navy should be. Efficient Are prevention methods and the promptness of employes in checking many blazes before they could gain a start held the fire losses on the Penn- < sylvan ia Railroad system last year, down to the very low figure of eight cents 'on each 8100 of property at risk. This is shown in the annual report of the Insurance Department for 1915, which has just been oompiled. The total fire loss for the year was $278,730 which was paid out of the railroad's own insurance fund. The value of "the property exposed to fire hazard, and insured by the Fund, is about $350,000,000. k Employes using the Railroad's fire apparatus extinguished 441 fires last year before the arrival of public fire companies. Their efforts saved nearly $14,000,000 worth of property from destruction with a total loss of only $18,362. or 1 1-3 cents on each $100 of value. Organized fire brigades among the railroad's employes put out 84 of these fires. The value of the property threatened was almost $6,100,000 and the loss actually sustained $7,638. Locomotives equipped with fire fighting apparatus were used in putting out 40 fires, chemical extinguishers checked 50 fires and water casks and fire pails 26. High pressure fire lines. built by the railroad were used in six fires. Altogether there were 1029 fires on the property of the Pennsylvania Railroad system last year.- Many of these occurred from pauses entirely beyond the control of the Railroad and its employes.
