Health, Shell Fisheries, and Taxes and Assessment. It is claimed, however, that there has been a "strengthening of departments, a more vigorous and effective prosecution of the workk, elimination of duplication, increased efficiency through the cpnelation of departments having similar functions, greater co-operation between the departments to the advantage of the State, and the abolition o" wasteful and ineffective method'."
