"Consumers using water through meters shall pay in every fecal year the sum of twenty-five cents per thousnd. gallons for all water used up to the amount of two hundred thousand Tons, and if consumers shall use water in excess of auch amount they shall ay the sum of twenty cents per thousand gallons for all water used, including the first two hundred thousand gallons used. .
