LEGAL ADVERTISING | AN ORDINANCE it - AN ORDINANCE authorizing an b-,' nance of bonds -to the amount of j' seventy-five thousand dollars fori1 the purpose of providing for the] payment of the cost of building j1 bulkheads and other fviu sr.di' structures for the protection of the I beach front of the City of Cape 1 May from encroachment of the J waters of the Atlantic Ocean, and for the bnilding of new board, or ' ocean -front, walk along the ocean side of Beach Avenue, on the inside of the said bulkhead. * 4 ; WHEREAS, an ocean storm tide of 1 great severity did damage to the ' Beach Avenue in the said City of ' Cape May in the month of Febni- ' ary, nineteen -hundred and twenty; i and it was necessary to protect the j "lands and premises on .such locality ' frcrtn the encroachment of the wat- 1 ers of the Atlantic Ocean by the ' building of bulkheads and other s structures, and to also construct an ' ocean walk along the inside of said 1 bulkhead, and the Commissioners of the said City of Cape May did j therefore, borrow on the credit of ~j the said municipality the sum of 1 seventy thousand dollars on promissory botes, issued in anticipation of the issuance of bonds to pay for ' the cost of such necessary public r . work and protection, and did by * contract let to the lowest respont sible bidders, and duly and legally c advertising for such bids according B to law, and have now ascertained c j , that the total cost of said work, by i actual computation, will- reach a - sum not to exceed seventy-five < thousand dollars; therefore e t Section 1. The Board of Commis- £ sioners of the City of Cape May do f ordain, that in order to protect, the f beach front of the said City of Cape c May from the . encroachment of the t waters of the Atlantic Ocean, that c bulkheads and other like structures . shall be built and erected and com- r pleted and a suitable walk on the in- f * ner side of the same shall be constructed and completed, according to c plans and specifications made pad on £ file in the office of the city cIerk,\of the City of Cape May an 4, piepar^fi ^ by the city_ engineer, ana duly approved by the Commissioners of the said City of Cape May, and including, the purchase and placing of rip rap stone in the bulkheads as an additional means of protecting t the lands and premises located on said ocean front; no such sums of money as are required shall be paid except ? to the lowest responsible bidders for parts of such work as are or have been let out by contract, and by the days work for such as has been di- ^ rectly under the supervision of the City Commissioners. Section 2. And it is further or- e . dained, that in order to provide for the b payment of the cost of the building c of said bulkheads and other like works d and structures and the said ocean d front walk connected therewith, bonds d of the City of Cape May, to be known as Beach Bulkhead Protection Bonds, shall be issued in the aggregate 1 amount of seventy-five thousand dol-
| lars, and that said bonds shall be j coupon bonds, one hundred and fifty in number, numbered from one to one hundred and fifty, both numbers included, and shall be in denominations of five hundred dollars each, and shall bear interest at the rate of five per centum per annum, payable semi-an-nually, which semi-annual interest shall be payable on the twentieth days of June and December in each year during the life of the said bonds; and : shall bear date the twentieth day of December, nineteen hundred and twenty; and the principal of said bonds shall be payable serially, namely, six bonds of five hundred dollars each in each year, beginning with the twentieth day of December, nineteen and twenty-one, and the last six bonds shall be payable on the twentieth day of December, nineteen hundred and forty-five; said bonds s shall have the city seal affixed, be ' signed by the mayor, countersigned by * the treasurer, and be attested by the 1 . nityderfc; and the coupons attached thereto ^hall be signed by tie trees- 1 urer, or have printed or lithographed 1 signatures of the treasurer, and con- 1 tain a statement for ' what interest 4 they pay and when the said coupons ' are payable; and said bonds shall con ' tain a recital that they are issued '■ pursuant to this ordinance, and pursuant to the provisions of act of the < Legislature of the State -of New Jer- 1 aey entitled "An Act to authorise and 1 regulate the issuance of bonds and other obligations and the incurring of : indebtedness by county, city, borough, village, town, township, or municipality governed by an imnine hundred^and sixteen, and the acts ' ta*. •** t*. *M aaUM -A. The average assessed valuation of taxable real estate, including improvements, of the City of Cape May, computed upon the next last three preceding valuations thereof, in the provided by section twelve of . Chapter 252 of the laws of New Jerof 1916, as amended by Chapter 240 of the laws of New Jersey of 1917, is six million four hundred and fiftythree thousand three hundred and seventeen dollars and thirty-three cents. C. The net debt of the City of Cape May, computed by the aforesaid authority and in the manner provided therewith, is ninety-ona ' thousand eight hundred and five dollars and thirty- six cents. ^ D. The debt financial statement-re-quired by the aforesaid authority to be made by the chief financial officer of the said City of C^pe May, was filed prior to the introduction of this ordinance. Section 4. And it is further ordained, that the proceeds of the bonds - issued pursuant to this ordinance shall be pafd to the treasurer of the City of Cape May, who shall in no event disburse the same except to pay the expenses of issuing and selling the same and for the purpose for which said bonds are issued, as herein set and if, for any reason, any part of the said proceeds is sot applied or necessary for the said purposes, the commissioners of the said City of Cape May, may reapgyopriate the remaining unapplied funds to pay the r principal of any outstanding bonds. Section 5. And it is further or dained, that this ordinance shall take effect immediately. Passed and approved, November 16, FREDERICK J. MELVIN, Mayor. WILLIAM R. SHEPPARD, GEORGE P. , AN ORDINANCE to amend an ordin'r ance entitled "An ordinance pro- ; viding for the liscensing of automobiles and motor vehicles for hire, j the inspection and regulation I thereof, limiting the rates of fare to-be charged passengers for the hiring thereof, providing for the payment of such liscenses and fixing the term thereof, prohibiting the parking of such automobEes I and motor vehicles on 'certain t streets and highways, prescribing I a penalty for violations of such I regulations, and providing for the imposing of penalties upon persons operating such automobiles or motor vehicles without first obtaining a liscense therefor," approved June seventeenth, one thousand , nine hundred and nineteen. Section 1. The Board of Commissioners of the City of Cape May do ordain, that section five of said ordinshall be amended to read as follows: "Section 5. And it is further ordained, that all automobiles or motor vehicles used for carrying passengers , for hire, or for soliciting business or trade in carrying such passengers, shall pay an annual license fee of twenty-five dollars, before receiving such license."
