' i The Grand Inquest of the State of New Jersey, upon their respective oaths and affirmations, present as a supplement to the for- 1 mmr presentment made to this i Honorable Court, the 'following: additional recommendations, to , wit: 1. That, in the judgment of this ; Grand Inquest, a fixed, stated salary : should be fixed for the County* Engineer As compensation, as a percent age basis is an incentive tq. increase the cost of public improvements, 'and opens the door to extravagance 2. That the selection of a Purch- , asing Agent for a fourth-class county, such as Cape May County, is a needless and useless expenditure of the taxpayers' money, and vwhile first--class counties may require such an "officer, the provisions of the Act have not been adopted by any of the second or third-class counties. We therefore, recommend that the office be vacated, and that a special committee be selected from the Board of Freeholders, whose duties shall be to make the purchases for the county without extra compensation^' 3. The Office of County Supervisor of Roads should be a practical office, the incumbent receiving the sum

of tZfiCO annually for his service, and an automobile at the «pe«*e of the County to discharge the duties of his Office. The Office should, there fore, not be an honorary one and the incumbent should be compelled to devote his entire time in the discharge . of -his duties as such County Supervisor of Roads. 1 If this recommendation should be t adopted, then, when carried out, the ; Board of Chosen Freeholders candis-; ! pense with- the-services of Inspectors of Road's, who are being compensated J • at the rate of 51,500.00 .per annum, and who are discharging the duties the County Supervisor of Roads, should perform. 4. In view of the irregularity in j not strictly following tha provision of ( the statutes in awarding contracts, j and t«e <!oubt raised pa to whether or not the County Solicitor called the at tention of the Freeholders to violations and irregularities in the awarding of contracts and in the payment of bills, we recommend that all >e; quests for an opinion from the County Solicitor shall be in writing, stating the facts and the subject matter, and that the opinion of the County Solicitor upon all public busisfiss, to the Board of Chosen Freeholders, shall be in writing and a- copy of the requests, together with the opinion, be filed with the Clerk of the Board.
