In discussing our article last week j aipon the question of the assuming of j TMponsibility*1>y the board of free- ■ holders for the building of city j at reels and their maintenance, a . cnt- J ;c said that-such things were entirely within the powers of the board of freeholders, the only guide being ■ their judgment as to what is proper and necessary. This seems 'to us to | be a most absurd doctrine. In the charter for each city, town or bor.- • ough the' powers of the governing | body are enumerated and chiei < among them is the power of mam- < iaining and caring for their streets | and highways. > It is certainly, therefore, a usurpation of power on the | part of any board of freeholders to | attempt to assume the powers grantoded specifically to cities towns and j boroughs and certainly not granted | to the board of freeholders. .
