He led his company in the first wave of the initial drive of the Meuse-_Argonne battle September 26, 1918, with great Coolness and s vigor. On the death of the Major of . the 3rd Battalion, in our attack on November 1st, the Regimental Commander ordered Captain Howell to leave his company and take command . of the 3rd Battalion, which was then i the assualt battalion. He re-organiz-ed the command under heavy fire and _ resumed the advance, and was later
promoted to the rank of Major and regularly assigned as Battalion Commander 's a Lieutenant in the 3rd Battal. ; ion serving part of the time on the I Battalion staff, I was closely associated with the Major, and have the j highest regard for his courage in action and also for the efficiency which -showed in the complicated admin j istrative work of commanding a force j of one thousand men. Always solicifor the welfare of his men, he tireless in his efforts to better j the conditions of their billets and rations, and fearless in maintaining '.heir interests- A strict disciplarian ' in action, the Major was nevertheless
