New Set-Up For Car Rationing is Announced New regulations governing the rationing of automobiles in Cape May County were received this week by Robert K. Bell, Ocean City attorney, who recently was appointed Cape May County Quota Authority. From the Office of Price Administration, Washington, came the following instructions: "With reference' to Form R-206 already distributed for second inventory of new passenger cart and tracks starting as of close of business February 28, dealers, distributors, finance companies and banks will report on Fora R-206 in same manner as first inventory on Form R-204. "Local boards will follow same instructions except for change in dates and the cars and trucks to be covered. "Second inventory on R-206 indndes only new passenger cars and trucks shipped from factories on or after January 16 with pool stkker attached and received by close of business February 28. Forms must be filed between March 1 and March 8 inclusive. “Local boards should be requested to report to you status of this inventory report for their areas as of close of business March 8. "Please instruct local boards to proceed accordingly and refer them to instructions for handling first inventory pending receipt of instruction letter dealing specifically with R-206 report. ‘‘After careful consideration of the problem of distributing the available light, medium and heavy tracks and truck trailers, it has been 'decided that the War Production Board will undertake this distribution. "A rationing plan covering trucks of all capacities and track trailers is being developed by the War Production Board and this plan . will utilize the experience, facilities and recommendations of the Office of Defense Transporta"As the Office of Price Administration, state administrators or local boards will not deal with the track program, any inquiries regarding trucks or trailers should be directed to the War Production Board, Washington, D. C., pending full announcement shortly of the procedure and operation of the rationing plan. “Other persons seeking delivery of passenger automobiles purchased prior to January 1 may not be able to meet classifications under either rationing order. Please send to Washington office details concerning any /Such sales which you after investigation have determined were bonafide transactions but whkh did not come within the regulations written and where a hardship might result from denial of application. Washington office will appraise these cases with idea of affording such relief as may be feasible in view of restricted number of automobiles available for distribution,” the letter doded.

British War Relief. He has his own studio in New York and is a director and teacher of the drama in the winter season. He has been recently the leader of the Sherman Square Players who toured the soldiers' camps around New York. He is furthermore. a writer of „j mean ability. At the age of 16 he wrote the well-known oneact play “The Camberley Triangle" which was sold in London and produced there. And two of his one-acts are being produced in New York this season. (Possibly he can be persuaded to let the Cape Theatre stage one *' ‘ s several short plays). And in addition he is an artist, especially. of water color pictures of flowers, birds, and dogs. Many of his pictures have been exhibited in the Anderson Gallery in New York and several New York art shops carry his work. ^ His association with the Cape Theatre insures the company and the audience that in the theatre membership is a man of culture, a man of the theatre, and a man of the world. Next week: W. James Bedell, well-liked character man of last year. Further note: Florem Ames, character man in the .1940 season, is now one of the toasts of New York. He is an overnight sensation for his great work playing the leading male roles in toe Gilbert and Sullivan operetta revivals. Brooks Atkinson, drama critic of The New York Times, says that in some of his parts he is the best actor he has ever seen.

Cape Theatre Who’s Who By the Observer Philip Earle, already known t many people in Cape May for his work in the winter theatre, will return for the summer session as director of the apprentice group. He will double also as one of toe leading actors of toe professional company, but this will be no particular hardship for Mr. Earle, is always ready vote all his waking hours drama and its friends. Mr. Earle is noted as a “quick study”, and in the opinion of T. C. Upham, director of the theatre, he is the most rapid in learning a part of any actor he has

ever seen.

Now in early middle life Mr. Earle is at that age when he can still with ease play parts of men of 26 and can also play equally well any role of men of middle age and. old age, as he showed this 'winter in the productions at St Mary’s Hall.. His experience covers a period of 20 years in the theatre in all its branches. Years ago he played in England. He was a friend and fellow-actor with Clive Brook in pictures and he appeared also in the films with Evelyn B(ent and • other stars. Coming to North America he had a long stock experience in leading roles in var--ions cities in this country and for four years at Hamilton and Toronto, Ontario. On Broadway his most famous role was perhaps the part of the second male lead in the long-run success “Young Woodley" with Glenn Hunter. The well authenticated story is that at many cities on the road tour of that play audiences and placed his performances ahead WI that of Glenn Hunter himself. He played also in New York in “Exit the Queen", "Jungle Fever”, and other plays. He made a long tour of the country in the famous play "Stella Dallas" with Mrs. Leslie Carter. And for two years he had an important part in that equally famous war melodrama “Seventh Heaven”. Mr. Earle, though English born and English to a slight extent in his speech and manners, is just ms -much at home in parts that are thoroughly American, and he himself is American to the core, though he has recently been producing Elizabethan drama for
