Draft Boards To Reclassify Registrants Fat reaching changes in the ' classification of draft registrants with dependents have been ordered by national Selective Service headquarters, Lt. Col. Edgar N. Bloomer, acting New Jersey Selective Service director, announced Friday. “To prepare for the possibility that the need for manpower may require the induction of many registrants with dependents," Colonel Bloomer said he had been Informed in a memorandum from national headquarters, “the Selective Service regulations have been amended to divide Class 3A into two classifications, Class 3A and SB." The Colonel explained that "any registrant upon whose earnings one or more persons depend for support in a reasonable manner and who is not engaged in an activity either essential to the war production or essential to the support of the war effort will be placed In Class 3A. ~ Those to be placed in Class SB will be men with dependents deemed essential to the war production program or to the support of the war effort. Classification will bo carried out solely by the local boards and a policy of dependency deferment Is outlined in the memorandum, Colonel Bloomer said. "Current policy does not authorize the classification of a married registrant In Class 1A because nis financially dependent wife is working or is capable of working, but on the other hand, classification of a married registrant in Class 8A or Class 3B is not justified unless there is actual financial dependency on the earnings of the registrant," the memorandum sets forth. "There Is no present justification for the classification of a registrant in IA where there is a financially dependent wife and child or children. The necessity for giving adequate consideration to tho family unit where a child or children are involved cannot be over-emphasized and in such instances, due consideration should be given to the family status, the maintenance of Die home, and the desirability of continued paternal guidance

"In the case of a registrant claiming dependents other than a wife, child or children, the test to be applied is whether the alleged dependent comes within the definition of a dependent person and is financially dependent upon the registrant for support. The local board shall not in classify- ■ ing a registrant consider the question of whether some other E rson, not morally or legally objated to do so, could or would support tho dependents of the registrant in the event of his in-
