Ease Standards For Car Sales Under Rationing Liberalization of restrictions on the purchase of new automobiles were announced -today by Cape Map’s local rationing board, following passage of an amendment which eases the requirements of those already in the eligible clas-
sifications.
Those eligible for new cars are doctors, nurses, military personnel, defense workers and other limited groups to whom operation of an automobile is necessary in performance of duties for the
public benefit.
The revised section provides that an applicant eligible under Section 702 may be granted a certificate to buy a new passenger automobile if he can furnish proof of both his need for a car and the inadequacy of the car of which he now has the use. Unless circumstances require contrary conclusion, proof of necessity is established if any of the follow-
ing is shown:
He must travel quickly and would be better able to do so by automobile than by any other
means of transportation.
He must transport passengers
or heavy or bulky tools or
terials.
Without an automobile and ing the most convenient public transportation facilities, he would have to walk a total of at least three miles in going to and ing from work. He would have to spend a total of at least one and one-half hours, including necessary walking and waiting time, in going to and from work through the use of public transportation facilities, which time would be reduced by at least 45 minutes through the use of an automobile. His duties are exceptionally ardous, or his hours of work are unusually long or require travel late at night. The public transportation facilities on which he depends are overcrowded. His physical condition would i make it a hardship for him to i walk or to use public transportation facilities. He clearly needs an automobile because of other unusual circum-
stances.
. The automobile is needed primarily for the transportation of officers, employees or ajjents of the applicant who otherwise meet one of the above standards. Proof of inadequacy of the car of which the applicant has the use is established if any of the following is shown: The automobile is a 1939 or earlier model; it has been, driven more than 40,000 miles; it has been rendered unserviceable by fire, collision or otherwise, or it . is not sufficiently reliable considering the nature of his services and the circumstances of its use; demands upon the applicant for the specified services or his responsibilities for rendering such services have increased to such an extent that he needs an additional automobile to render such
service.
Reserve Offieers To Get Training An intensive two-day course of training for reserve military officers to qualify them as instructors in, civilian defense subjects will be held at the Police and Fire Training Academy in Newark on May 2 and 3 according to Wiliam 'R. Dorman, director of training of the New Jersey Dense Council. Major Frederick Kraissl Jr., Chemical Warfare Reserve, of Hackensack, has been designated State Civilian Defense Officer and will conduct the school. More than 300 reserve officers in the Second Corps Area have been invited to attend and many of them have accepted.

School Band Needs Funds Cape May High School’s band, while progressing rapidly as a musical organization, is ir the hole financially ... to the tune of eleven dollars, Dr. Edward E. Pickard, city school superintendent, disclosed this week. Expenditures for the band total $647.32 and total receipts to date amount to $636.94, Dr. Pickard’s report showed. The expenditures listed were for five comets, five clarinets, two alto horns, two trombones, one drum, 12 music stands, a $100 loan paid back to the Athletic Association, $12.55 for uniforms, approximately $50 for music and miscellaneous expenditures totalling $57.47. Receipts were listed as follows: Hallowe’en Dance, $150; D. C. Appelgatc, $25; Earl L. HollingSead, $10; food sale, $76.16; collection at concert, $27.22; Kiwanis Club, $100; borrowed from Athletic Association. $180; miscellaneous donations, $68.54. In addition to the above, parents of band members have spent approximately $165 for uniforms. The band now owns seven cornets, six clarinets, four alto horns, two Arombones, three drums, one baritone, three bass boms, a total of 26 instruments. There arc 86 playing members of the band, one drum major, three color bearers and five majorettes, a total personnel of 44 dn the new school organization, Officers’ Group Has Meeting, Election Officers of the Order of Eastern Star held their regular monthly meeting at the home of Mrs. Marguerite E. Williams, Cold Spring, Thursday evening with Mrs. Beatrice S. Ewing, of West Cape May, as hostess for the evening. Elected as new officers for the ensuing year were Mrs. Ewing, Worthy Matron, as president, and Mrs. Wil Hams, Conductress, as secretary and treasurer. Those present were Mrs. Ruth Moon, J. R.
