ulations for the operation of boats in the Fourth Naval District will be required to avoid drastic enforcement measures, Commander G. W. Hitchens, U.S. C.G., captain of the port at Atlantic City, declared today in

public statement.

“All boat owners and operators will hereby take warning that drastic measures will be taken, if necessary, to enforce the ‘Requirements’ for the operation of boats in the Fourth Naval District,” Commander Hitchens said. “ ‘Requirements for the Operation of Boats and Obtaining Identification Cards’ promulgated by the U. S. Coast Guard and issued by the Captain of the Port, Philadelphia, and Captain of the Port. 24 S. Vermont avenue. Atlantic City, in a six-page bulletin, have been widely distributed and published throughout the coast of New Jersey and Philadelphia sectors of the district. “This ‘Requirements’ bulletin can be obtained from Coast Guard stations along the coast or from the Captains of the Port. “All boats must be boarded before departing from or returning in any inlet,” Commander Hitchens said. “Boats will lay-to, if necessary, until they are boarded. Failure to be boarded is a direct responsibility of owners

Stress Eye Care During Air Raid Instructions to citizens in this area who wear glasses were issued by members of the civilian defense council this week to pro-, vent possible eye injuries in event of an emergency. Local defense officials issued the following statement, quoting from published instructions distributed by the Atlantic City -and Philadelphia defense councils: "If you wear glasses, carry a spectacle case. Take off glasses and put into case when the air raid comes. To avoid injury from liquid splashes, look down, not up. “Keep eyes closed as much as is practical. Eyes roll up when the lids are closed, and this protects the delicate cornea (hr window of the eye. “If your eye is injured during an air raid, wait quietly until help can reach you. Others may be similarly hurt, and you cannot always expect immediate personal attention. Do not rub your eye. This will avoid lid bums. "If dirt enters the eye, flush freely with water. "If your eye is burned, either by chemicals such as those contained in gas shells, or directly by fire, flush freely with water or, if available, 2 per cent solution of sodium bicarbonate (baking soda). If you have a tube of 2 per cent boric acid opthalmic ointment, mpply a small quantity under the eyelid. Do not bandage the eye tightly. “If severe blow is received over the eyes, do not blow nose. Blows about the eyes frequently fracture the delicate bones of the orbit and if the nose is blown hard, air finds its way into the loose tissue of the lids, causes the lids to swell and the eye balls to protrude. “If a foreign body enters the eye, do not rub the eye. Allow tears to collect, and they may flush out the foreign matter. "If an eye lid injury is followed by considerable bleeding, cover with a clean handkerchief and apply pressure till bleeding stops. “If you suddenly lose a portion or all of your vision in either or both eyes, remain calm. This type of blindness is often only a phenomenon of hysteria and is not permanent. “After the air raid, if you have suffered an injury, consult your own eye physician or an eye dispensary at once."

“Ignorance of the ‘Requirements’ will not be excused. Any operators of boats found guilty of departing from or coming in any inlet without being boarded by Coast Guard personnel shall forfeit his license to operate. “All owners and operators holding licenses, for the operation of commercial fishing boats which permit them to operate offshore during the hours of darkness will not be permitted to carry passengers for hire or to operate as party fishing boat. "Owners and operators holding license for the Operation of party fishing boats shall not be per-

mited to operate as a commercial fishing boat. “Party fishing boats and all pleasure boats are restricted to operating during the daylight hours. Party fishing boats permitted to proceed outside inlets with parties, but pleas boats shall not be permitted go outside of any inlet Pan guilty of infractions shall forfeit their licenses to operate,” concluded.
