New Blackout Signal System Is Announced — Continued From Page One — 2. An Elidible public “Red” Sir raid signal is prescribed consisting of a series of short blasts on air raid horns or whistles or the warbling notes of the siren. This signal, which corresponds in general to the present air raid, alarm, means “Enemy planes are practically overhead.'' All remaining lights are blacked out except a few authorized emergency lights. Persons take shelter. Traffic except for emergency vehicles stops. The public is warned that in some cases the "Red” signal will be' the first audible signal whenever there has been insufficient time for sounding the preliminary "Blue'' sig-
nal.
8. A “Blue" signal will always follow each •'Red” signal after immediate danger has passed. It returns the community to the conditions prescribed for the “Blue" si^hal. The community is thus prepared to return to the “Red" without delay if the r. my raiders return. 4. No audible "All-Clear" sig- [ nal is prescribed. The “All-Clear'' ! will be indicated by turning or those street lights which hav< been off during the “Blue”, bj public radio announcements and I telephone, or other communication with warden posts and by local p police. - A community may adopt an audible “All-Clear” signal provided that it is not the same as the “Blue” or “Red” signals and - does hot resemble those signals • so as to result in confusion. A special feature of the new regulations prescribes that certain radio stations, on selected t frequencies to be announced pubt ‘lidy, will remain on the air to | broadcast official bulletins during * the periods of the “Blue" and i "Red” signals. MRS. ELLA SIMPKINS Mrs. Ella Simpkins, a resident of Cape May for the last 10 years, died at the home of her daughter, Mrs. Louis 3. Sayre, Monday morning after a three weeks' illness. She was in her 90th year. Besides her daughter, she is survived by seven grandchildren. Funeral services were held at le Hollingsead Funeral Home yesterday afternoon, with the Rev. Albert W. Lenz, pastor of the First Presbyterian Church, officiating. Interment will be made this morning at Evergreen Cemetery, Camden. Mrs. Simpkins, a native of Cootstown, Pa., had the distinction of having attended Abraham Lincoln's funeral. During her girlhood, she had had the honor of singing for General Grant, when he was president of the United States.

Funeral services were held Wednesday morning at 11 a.m. at the Hollingsead Funeral Home, with the Rev. Martin officiating. Interment was made in Mount Moriah Cemetery.
