We Gave- before us the names of forty-eight persons, divided into groups of twelve each, representing those who signed lbs late petitions of Jobn Stewart, John Ratty, F. J. Green and J. L. Lansing for lalocm'Heenats. and who had their placet opened by council on tbe recommendation of these four dozen of reputed freeholders. On examining tbe Hats It if found there are those on each of them not owners of real estate, hence they do not legally count as petitioners. Did members of city council who voted "aye" to these applications »b p long enough to Inquire whether the law in this respect was complied with or not ? If they did It was not apparent at tbe time of the grant, but there arc grave doubts whether tbe subject was carefully considered at all. These four licenses were Illegally granted, and pie dooia of four saloons or en without warrant of law. They should be revoked forthwith. Wo are reminded of this by the notion of certain members of council in i elation to the spectil meeting of city lathers held on Saturday evening in Recorder's offlce, for tbe object ol relieving the suffering poor of this city. Conspicuously absent from It was F. Sidney Townsend, who mid substantially to one oghto colleagues, when spoken to upon the subject, that council bad no right to vote money for the relief of tbe poor In the manner contemplated, and so he did not answer to his name at roll call, the plain Inference being that be it opposed to this measure of driving the gaunt wolf from the bouses of the hungry and shivering poor of tbe town on the flimsy ground of Irregularity, as though that was warrant for auch action Id the face of such an emergency. W m. T- Stevens was present, and while tne motion to take *200 from tbe "Incidental fund" for relief of tbe needy was beleg oooalitered be managed to throw a very Wet biaakel oo It, on "the thin pretext Of illegality, and when bis amendment granting, under protest, *100 to tbe "Helping Hand," for distribution wss tost, and tbe original motion of Mr. Miller voted down. be left tbe council Mow we are in right of the place where the moral of thia story may be discovered. If Messrs. F. 8. Townsend and W. T. Stevens strained the tow by voting to open four saloons tbat whiskey might be pot into men's mouths, and bread dlrecUy taken from dependent ones, why couldn't they have yielded a point to tbe emmgetScy of women end children in destitute dfcumstances sod put a little food in their mouths? Ton is a most suggestive inquiry, and these cmntemen of council will be held responsible at the bar of public opinion for tbeir action. Do tbey think whiskey of mote Importance than bread and soup, and. iiave they thus put themselves on record that (be people of this dty may know just where they si and on the question of tbe man who, accompanied by bis wife, was ofsrtakeu by shipwreck. A special meeting of council was held on Saturday evening at the Recorder's office. In the absence of the president, Colonel H. W, Sawyer waa called to tbe chair. There were present besides him. Messrs. Hsynca, Miller, Duke, Stevens, and Dosk. The object of tbe session wss to consider some measure : f relief for city pobr. Mr. Miller made a motion tbat an order for *200 from tbe incidental rnkd be drawn upon the treasure • r for the alleviation of the needy ones ot the city. Mr. Miller had good reasons for believing that were a number of children in the town who did not have enough te eat. He argued for a soup bouse for tbeir especial benefit, till tbc severe winter weather to over. Mr. 8levens offered an amendment tbat *100 be substituted and that s im placed In tbe Helping Hand for distribution. He did not seem to take any stock in "soup." He, not liking It, c-.ulJ not understand that there was much good in It anyway, and in tbe course of hto remarks Intimated that it was a scheme to effect city elections next spring. This brought Mr. Duke to a perpendicular position. He promptly rebuked Mr. 8tcrens for tbe allusion, tbat gentleman prudently dropping the subject Mr. Miller, too,, declaimed any design on tbe ballot box, emphatically declaring that be would not be a candidate for re election to council. He simply wanted to be put on record as in favor of helping tbe poor through tbe winter. Messrs. Haynes, Dosk, Duke and Sawyer all favored relief in some shape, but differed somewhat as to rue; bod. Tbe amendment of Mr. Stevens was cvonlunlly lost after a lengthy debate, and so was tba original motion. A motion for *125 then prevailed, Messrs. Doak, Duke, Ilaynes, Miller and Sawyer voting "aye," and Messrs. L. B. Miliar, F. K. Duke and W. T. Stevens were. made a committee to ret up a soup bouse.
