The fourth street wharf, as It once stood for many years, was a jest and a by-word for the hundreds of persons who bad occasion to use It, or desired to use It. i The present. city officials soon after going Into office took up, as a matter of vital Import to the municipality, the , question of Improving conditions at ( this wharf, with the result shown to- , day, a city Improvement of unusual , construction. A little story of the start of the work will uot he amlss'at tbls time. The bids for the construction of a pavilion aud a concrete sheet pile bulkhead were received by the CommlsaloDets on N ovember IS. 1917, and the contract was awarded Everton A. Corson, the lowest bidder, tar $4043. The piling were cast slugly. -They 9 laches thick, 18 laches wide aud 20 feet loDg aud contalued over llueal feet of reluforclug rods aud approximately three-quarters of a . cubic yard of concrete. The piles were eel on end aDd bad on each side Interlocking Joints or grooves, which were tilled with clay, , mixed with cement and special castwhich held the piles together and acted as a reinforcement to the
joints. The mixture of clay and ce- p meat was forced down these joints p sfter the piles were In place, aud com- ( pletely sealed the cracks rrom the top to a point near the bottom. This „ made the bulkhead water-tight and E prevented the seaplug of the l to the bay wbeu the laud outside of ( the bu.kbead became lower or higher c by auy action of storms or currents. To bold the piling together at the top, aDd to gi ve the bulkhead a proper appearance, a reinforced concrete cap was constructed the entire length aDd finished with a galvanized Iron pipe railing. Ou the outside of the bulkhead a creosoted timber pavilion was erected. Tbls has suitable lauding facilities tar the accommodation of aalllng parties, 1 aud has a red tile roof covering the 1 main eecllou, with seats or benches 1 underneath. — TM entire Woodwork was painted white. Without doubt, paiuieu wunc. n uuuui uuuui,
