Clcar-cut Explauatlon of Present Conditions and the City's Attitude. In view of the present agitation over the musical programme In Ocean City and the attitude of the governing body | in n-gurd to the basis on which the music Is now supplied It may he- well to publish u plain history of thlM part • >f the city's efforts for the entertainment of iia patrons for many year# past. Very early in the life of Ocean City ll was determined that, a» the Bcoi>e of aiuu&emeiits by reason or conaUtutlonul resirtctlonb of high moral character wa# very limited, music should be one of the feature® consistent with - the above suggested conditions, that 1 would l»o In perfect harmony and afford most (general enjoyment for all Jour people; and so the firs! venture to | odd to the city's attractions waa made. Continuously, until two or three ; j years ago. the city made annual appro- 1 priatious for the sole support of this feature that the people might have It free. Then a spirit was manifested by some of our merchants that a better • class of music should tie supplied and paid for with the contributions they proposed lo mukc. In addition to the annual city appropriation. This proploMtiou was acceded to by the Commissioners, und a joint agreement was made for the city's part and also for the business mcu'B subscriptions to the fund, and an orchestra of famous musicians was engaged and gave the concerts during the season of 1916, but at I the end of that year there was no manifested desire on the part of these mer- | chains to renew their aid for another season. A proposition, however, was made by a number of musically talented ladies which set forth that, if the I City Commissioners would build a suitable pavilion in which large audiences could be accommodated and put these ladies in charge, in shape of an auxiliary, they were confident they could | make enough money by sale of reserv-ed-seat season tickets to largely make j the music self-supporting. To this | proposition the Commissioners gave consent, and the present splendid auditorium was built and equipped at an | expense of 620,000; but, nolwlthstand- | ing the best efforts of these ladles, the year wound up with a large deficiency which the Commissioners had to make up, and a second year, under similar conditions, only showed a greater defiI clency at its close. It should be noted I thai the quality of the music didn't I seem to make the charging for reservseats popular, and the occasions were few when fifty per cent, or more of these seats were occupied. Meantime, the world kept moving on, even as regards its usual developments and unaffected by the Great War. The Camp Ground block, outside of that portion dedicated to Camp | Meeting purposes had been a sore Bpot and a reproach to the general orderliness of the City and had for many | years defied the city's efforts to get I possession of it by any legal process, so that there could be measures taken to properly reclaim and Improve Its | condition and bring it into reasonable harmony with its surroundings, bad at last l>oen secured and the bull-frogs iiad notice to quit. It has been deemI i-d by all the business men of the city | as one of the most Important achieveI menu, but Its care and development I have brought a very great responsibllI By on the already too severely strained 1 financial condition of the city, but It is I the first one of the things that must be done. Its grading and ornamentation along the lines of usefulness are mandatory, and, as there seems to have been a wonderful change (probably from war originals) In the tastes of I the younger generations In loosening I their grip on the lighter forms' of I amusement and the tightening up of ' | the more strenuous. It is found that I tennis, and others of the more pbyslI cat diversions, now have the centre of the stage, and are making their demands for opportunities for their Indulgence. So here Is a very big proposition to which the city owes its beat. Another matter of great moment to the city wa# brought before the Com- | iulssloner8 at the close of last year's trolley service, which was In the form of a declaration that the trolley company refused any longer lo operate the , local road, as it had failed for several years to pay expenses. Now, it might seem to some people, as they observed ; the cars on this road, that It would , not seriously affect the city if tho cars didn't run, but to those who live north I or south of the center of the city the [ I operation of these cars Is of very vital ;| importance— in fact, so great* that for , I these people to be denied this public (convenience of cheap transportation i along our beach front, would be in the I I nature of a calamity. The Commis1 1 sloners. awake to the seriousness of I the situation, through civic societies, > prominent city men, and. In fact, by » I every possible meant, made efforts to I savo tho trolley, which finally was r ncbleved. and the cars are 'in opera- ) Don today because the city bas guar-

anteed any deficiency In its operation for this season; but if those effort# I had failed, even free music would not have saved the city from the results. Now, In reasoning vein, let us look * at the possibilities of the financial situation: Everybody knows that everything of domestic use costs today v about double what It did a few years j ago, and yet the resources of the city t nro very lllllo more than before the j war: tho tax rate, tho only source of c revenue, has only been Increased a few cents. How, then, can the city go t on rofiforlng one amusement or enter- c talnment feature that ha# absorbed all lour aparo dollars through all the past c years and do these other things that « "just must be done" on the aamo annual income as formerly? < It Is the clear conviction of the city t government, that. If tho patrons of i Ocean City, having had free muplc for < all these years, do not now appreciate ■ It sufficiently to pay tho small pit* ' tance charged for the high grade qual- 1 By supplied. It will not be much of a hardship to them to get along without ' It and give a chance to develop tho amusement park, lay out tennis courts 1 and other needed physical features for the lovers of these sorts of pleasure. Certainly music hath Its charms, but not the only charma. In *earrtiiug around for the reason* for the attitude of our people towards tho music proposition Just now It may be that In the large the city has entirely ml# understood tho taste# of Ha patron*, and that In scattering pearls it has been guilty of groai cheapening of one of tho raoit finished aolencea In that It haa been supplying sweetest melodic# and soul kindling harmonies to tympanum# more susceptible to the enravlshmont of a fife and drum corps, or it may be, of course, that a« the c|ty hat many additional outiida attraction* that the old itme music fo*tura i# net a necessity, Ilowever, 1 whatevrr th# cauic, thla ii final so far as the city I# concerned: That the finsnrrs of the city will not any longer permit of Urge expenditure# for anything hold so cheep hy the public that a few cents shuts tt out of their lives, JOS, 0, CHAMPION, Msyor. i ■ » ■ Try sn arlvsrilasmsnt in lbs Hum*ftl»
