COURT WILL SOON HEAR FREEHOLDERS' CASES Many Important Rccomcnda t ions W ere Made by the <*rand Jury Procectiiuga will be started in the Tape May County Court at Cupe May Court Hoime uii June 2, it is fluted, in the can** of the indicted members of (lie Cape May County Board of Freeholdeto. It has been reported that JuNlice Black will preside at this se**ion of the court. The grand Jury, in iU report, a few days ago, made the following recommendation* : *T. SMALL BOARD: By rea»«n of the huge number comprising the Board of Cho.*eu Freeholders of the County, combinations have been formed for the purpose of carrying out the extravagant program above referred to, and as a result thereof >ome of the members of the board who have not been actuated by corrupt motive* have been led on by the combination in omi s>ion* in the | discharge of their public duties. A* a result, we therefore recommend | that immediate steps be institute*!] to submit to the citizens of Cape May | County the adoption of the act proi vioing for a small Board of Freeholders, realising that the smaller board elected by voters of the county, i instead of wards and districts, would | result in the selection of men know n i throughout the county for their honesty and integrity, and not swayed by local conditions and influences, and vesting the responsibility for the administration of the county affair* upon the shoulders of three member^ instead of fourteen. ~2. Board of Chosen Freeholders is constituted by the legislature of Die State of New Jersey as a body ; corporate and vested with certain powers, and, like all other corporations, should maintain a principal place of business. The business of this corporation being co-ex tensive with the lines of the county, itprindpal place of business should lie at the county seat. We, therefore, recommend that adequate quarters be piuvided at the court house, together with proper files, and other fixturenecessary and that all of the record*, minute books and other document* connected with the business of the Board of Chosen Freeholders be Jiept in these quarters, and that all business connected with county affairs, whether by the board or its officer*, he transacted from the county seat "3. DEPOSITORIES: The fund* of the county being the trust funds of the entire inhabitants thereof, whether raised by taxation, revenue or sale of bonds, should be apportioned amongst the various banks of the county, in proportion to the financial standing of said institutions. W> therefore recommend that this disposition of the county funds on hand be made, and that in every instance interest of at least three per cent, should be exacted from these institutions on both checking and special accounts. • "4, RETRENCHMENT: In rieu of the financial condition of the county which will necessitate making provisions for the payment of interest charges and principal on past indebtedness, either by taxation or by raising the assessed valuation of property throughout the county, we recommend that a rigid economy be practiced in contracting new indebtedness of the county until the county's finances are placed upon a solvent basis, and that no new public improvements be undertaken unless absolutely essential for the preservation of work already contracted and paid for. "o. COUNTY SUPPLIES: We recommend that all properties and supplies of the county, when feas£ ble, be kept in a central location and no supplies be withdrawn except upon proper order or authorisation, and a record kept of the date, the amount and the person to whom such supplies are delivered. We therefore recommend that the county Art (Chapter IM of the Ijiwb of 1918, better known as the Revislot of the County Act), be amended, compelling that all public improve mints other than tlie ordinary'# neees -try operations of the county board, ran only be authorised hy the adop tton of an ordinance, duly advertised, and after public hearing afford ed to the taxpeyer* of the county t»place themselves on record for or against the proposition. o H.
