cent.- pei thousinil en tc feel, offeetive on -ale- i»- . anil aftei May 1, li»2t, and it was felt hy the company that this increase In rate justified an increase in the guarantee deposit of nn amount sulficirrit to protect the company on approximately two months' consumption of the seasonal and non-property owning consumer*. An examination of the amount charged off each year hy this company for hod debt.- alftq seemed to juntify the company in taking further steps to protect its book accounts, as u large number of these losses occur each year when the seasonal consumer leaves Ocean City shortly after Septend>er 1, without any notice to the company ami without an opportunity on the part of the company to collect the August . bill, which is the largest hill of the year, and in innumerable cases runs up to $15, $20 ami $30 a month. It , will l»e seen, therefore, that if such on individual is inclined to avoid the payment of his hill, which too often , proves to he the case, the company | lose* not only the large August bill , above referred to, but also an addi- , tional bill covering the period be tween the meter reading in the latter part of August and the reading at some time during the month ot September, when the company dincovers that the party has left town. It might he further stated that the 1 minimum meter deposit of $10 has ' been in effect for a rimqher of year* in Ocean City both before and since i the gas rate was increased from $1.50 •' per thousand, and it was felt that there would not only be no objec- i tinn on the part of the consumer*. < but also that the company was perfectly justified in increasing the | amount of the guarnntee deposit. In this connection, we desire to point out that the complainants y mentioned in your letter of the six- * »u.ik I.w ... » I.!..:
were not complaining as gas consumers, as the parties mentioned are all real estate agents who have taken it upon themselves to represent the consumers, without any authority so far as is indicated. While the minimum guarantee deposit has been $10, a large number of consumers, both domestic und , commercial, have willingly paid large deposits on account of the size of their monthly hills, and we assume that there is no objection to this policy being pursued in the future. In view of the agitation started by these real estate agents, which only tends to create feeling between the company and its consumers, and ultimately results in lossee sustained hy the company through bad hills, and also on account of the fact that a large number of applications have already been received and the minimum deposit of $10 paid, we feel that it would result in discrimination at this time to exact a larger deposit from those consumers who npply for gas service from this date to the beginning of the summer season, and for this reason the company states that it will adhere to the existing schedule of guarantee meter charges and respectfully ask* that the petition of the complainants !>e withdrawn.
