CITY COMMISSIONERS « HEAR CIVIL ENGINEER ; ON SEWER-WATER CASE WM. EASBY, ■ Jr, INTERVIEWS c HOARD ^^COMMISSIONERS — « OFFERS SERVICES ii William Easby, Jr., a civil engineer , of repute ami long experience, appeared before the City Commissioners , at their last regular meeting. Invited by tfie Mayor, Joseph p. '' Champion to state his mission, Mr. u Easby referre<l to a letter he hail g w ritten some time ago to the, Mayors - offering his •sendees as a consulting engineer to the municipality," relative ' to the sewer and water <|uestion. Mr. Easby stated that he had read in a Philadelphia paper, that the municipality was coifsidcring the advisability of acquiring by purchase, thej control and ownership, of the sewer' and water plants. Mr. Easby felt that he could lie of great sendee and assistance to the 1 *» city Commissioners at this junction, because he had had practically forty years experience in such matters. , At one time he was associated with the Civil Engineering Department, of the University Of Pennsylvania. Ocean City was growing fast, he continued, and under the circum- ■ stances the problems of fire protection, and fire hazards, were becoming more acute. Ample fire protection al- J1 meant a reduction in the rates of insurance obtaining in a commun- » ity, and was a stimulus to building [; enterprise. Ocean City moreover, Mr. Easby said, must have its sewage problems demanding close attrition. The}; ground was flat, and no doubt they were placed under the necessity of ■> pumping the sewage. Mr. Easby further explained the at- , titude he invariably adopted, and thought proper to assdme when called r upon to act in the capacity of a con- } suiting engineer. It would be his aim i always to give judgment, not solely } with the view of pleasing his client, but rather a judgment thnt would lie r honest .and capable of standing nnyy* test in a court of law. If engaged his charges, he believed would be reasonable .ranging from 1 $50 to $150 per day according to the nature of the work he would be called upon to do. ' . — He would have no dispositioavto < make the work cost more thffT abso-jj lutely necessary, therefore hk would ' , (Introduml by^ Mayor Champion) c titled. ^ An°Oidinnnee'l<r^!ii»«l»d Itn'ordinnnce. 1 entitled.
