STATE ASSOCIATION OF CHOSEN FREEHOLDERS - . FETED ROYALLY AT LOCALJCHT CLUB (Continued from first page) meet." monthly, at the invitation of K,'." ' some county Board of Freeholders. Burlington County will be the scene of the next meeting, while the counties of Hudson, and Bergen will have r the honor of entertaining the State Association during the month of October and Novemlter, respectively. Apart from the honor of being the chosen city in Cape May County for the gathering of the Freehohlers, " ' Ocean City will gain a measure of jf - I publicity and advertisement of inestimable value. There were gentlemen present who had never been in the city before: others who had rtwt lieen in the city since the days whim it was an obscure and unknown seaside hamlet. % The visitors 'were astonished at the ptapomenal progress the city had mAle meanwhile, and spoke in high eulogy of its beautiful homes, its wide and well kept streets, the enterprise and civic pride of its people. These men, schooled and trained by their official duties to properly appreciate the virtues and facilities of a city, will return to their respective homes, scattered ail over the state and proclaim them more effectively than * could he done by a small fortune spent in the ordinary media of advertising. Freeholders Cree and Chadwick axe to be highly complimented for their astucity in securing for Ocean City the inestimable honor of entertaining the State Association. Th » value of the State Association _ of Fife holders became very manifest in the -ourse of the meeting. By correlating and co-ordinating all their influence and power under one executive head, the various county boards are able , to discuss problems to mutual advantage, and secure new legislation or amended legislation, of "'fiust' nation *l"bakk W M Onu Citj. to th* Mat* or New Jrrooy. oi fh. ria W hralo.ra mi lw II. im ngniHB Loans and llama _• Sl.mMI.Mi Overdraft, Dawwid IU.N Osrnod at. r infinite value to each county, hut r which could not be secured by Any single county acting alone. J Eight counties were4Vepresented at J -the meeting. > Besides the membert of the Association, the following from w. Ocean City were present, the guests of County Freeholders Cree and Chadn wick, and Cjty Treasurer Scull: Q Mayor Joseph G. Champion, Direc- ■ tor Campbell, Director Corson. City VCIerk Morris, Harry Headley. R. W. ' Edwards, John R. Groves, and Dj. John Handley. ( W. H. Roberts, Director of _thei ie ' Boartl of Freeholders for Beygeri^ n-" County, presided, and' at the luncheon, ve 'acted as toastm aster, te One thing is certain, the guests rec- turneil home fully convinced that when it comes to servikjc a luncheon, the ie Ocean City Yacht Club has no superior or, if indeed an equal in the state. The menu was royal, and the ser- . of vice faultiest. Dr. John Handley oft- fered thanks 'and the company seated themselves at an abundant table. 10 In his opening address the chairt; man expressed the association's sense . :y of gratitude and iniiebtedness to the | o- Cape May County Freeholders, and to Ocean City for the splendid entertainic ment they had received. Providence id seemed to be favoring the association, ■h for invariably their meetings fell due le in ideal weather. te It transpired that the State Association of Freeholders was preparing a v bill for presentation before the State ^ Legislature, making provision for the payment of the several counties in- >• debtedpess to the State and through n . the State to the Federal Government, n A bill had been drafted, and sube mitted to the Attorney-General, for |. his counsel and revision. In its revised form, there were two * sections wf the bill to which the Asr sociation offered strong objection. y The first section gave the power rto i g any eounty, if it so desired, to liquidate its indebtedness ^to the State n treasury by means of bonds or mort;t gages. The consensus of opinion was to the effect that this provision was 11 inadvisable, but that rather each e county should pay cash to the State y as in cash the money^, was originally s loaned. K The second seition to which exceplf tion was raised, w^s one inserted by - the Attorney-General making it mandatory upon every eounty to liquidatel p. its indebtedness. Several members participated in the | i« . discussion, were of the opinion that * the ^tw should be provisional anil >o not mandatory. A county at the time « might not be in a position to meet its i !1 '

jt claiii.." i.v Others -were of the view that some ; specific time limit should be set, and at eventually the section, was amended i r* : to the effect, granting to each county 7i a periml of ten years in which to liquiLs . date its indebtedness. '■ For example, os' illustrated by Com- 1 missioner Darby, in the case of a 1 -" county owing $G0,000 to^the State, 1 >' by making provision In Its annual : ' • builget torn (he repayment of $G,000 1 r in addition to the interest, it would 1 in the iperioil of ten years liquidate 1 tjita imlebteilness. The ' suggestion was maile for the insertion in the hill .of a clause enabling a county to issue bonds to the ' amount of its indebtedness if so ' " minded; to which Commissioner Darby replied that the repayment in aniTual '* . installment* covering Ti perioil of ten years was equivalent to a ten year "'[bond issue. Another matter of extreme import1 ance was introduced, relative to motor I vehicle traffic. The chairman stated < that Bergen County had taken steps < ito prevent the abuse and destruction j J of roads through the overloading of i A circular letter had lieen sent to j '.every motor vehicle- owner, showing f J the status of the law bearing upon | the loading of truck and motor traffic, i The police, and motor traffic officers ■ had been given instructions to pjise- » ^ cute all offenders, and each imender J ^ would be made to know- he would not * be able to secure escape from punish-:, I ment by resorting to political influ- " enee and^wire- pulling. r "j Thereupon, another member of the > r Association took the floor, and appeal- J ed to the Association to consider ways ' y and means of securing a fairer measure of reciprocity between the states j of Pennsylvania and New Jersey. i y , The speaker went on to explain that - . approximately 3000 farmers from that J (jvicinity carried their product into 1 . Philadelphia markets. < The farmer's only traversed the dis- ' s tance of a few blocks, cobble-stone 1 i paved, yet were compelled to take out ] j a. license in the State of Pennsylvania ' r in addition to one in. the State of New i Jersey; whereas, on the other hand, ' - Pennsylvania motor vehicles were al- 1 )■ lowed greater privileges in the State - , of New Jersey. There should be com- ' f plete reciprocity or none. Halfway i ! reciprocity was unfair. The speaker ' e I advocated absolutely free inter-state 1 t j travel. I The matter was considered by the : r ; Association and it was ilecided that . s the chairman Bbould appoint a com-

mittee to draft out a scheme securing / t a more equitable measure of rcci- * f procity between states with regard i to -motor vehicle travel. f ' The time drew near now when the - Association must, adjourn in order t.> _ allow members to return that night I . their several homes. The committee , in charge of arrangement" for the event. Freeliplders*^ rce. Swain and I Hewitt, are to be highly complimented ' j the success which" attended the ^ 1 first visit of the State Association of p Chosen Freeholders, to Cape May Mr. Deisroth is a well known paper . box manufacturer in the city of Phila- , delphia.
