This prevailing unhappy and retrograde " spirit may 1* summed up in few words: if • * organization A ur.-lertakes to sponsor a put*- 1 lie movement, it signifies that immediately 1 organization* I) and C will have no part in it. If the latter organizations cannot strangle the 1 movement by criticism, they will suffocate it ' by indifference. T^le same is true of all organizaiixru. to varying degrees; for all are ' more or less tarred by the same brush. More even. If one organization venture* to | formally invite the cooperation of others, the reception exten-ici i* so perfunctory and chilly, lest by chance they should" steal some ^ of the honors, ami aspire to be more than financial contributors to the affair, that they are soon frozen out. Factii.nism runs even more rampant, and gang rule more pronounced. Even among the member- of an organization, which perchance assumes the sponsorship of a public affair, if: one cli'fue cannot run the whole circus and occupy the place* of prominence, they will have naught of it, nor will other cliques and coteries join 'force*. As an inevitable result, ' Ocean City has not accomplished the half it could, and should have <lone, anj^t* past accomplishments were not half the successes! they should have been. Most excellent ideas have found birth from time to time in different civic bodies; j but the majority died in infancy through mal- , nutrition Most excellent things have leen sponaired by different organizations from Unte to time; but very few, if any, have atf . tained to robust maturity from an utter lack . ' of looperetion— doomed and damned from birth under the curse of factionism and factional jealousy. If from this on we determine to coordinate * and focalize all factors and influences in the " community, to sincere and disinterested service for the community, nothing can prevent or ; 1 (hinder the rapid and phenomena! development. 1 which lies dormant in the wonderful facilities • and opportunities at our hands.

Can It Be True? 1 It will be recalled that some two week* ago °.we wrote complimenting Mayor Joseph G. " Champion, upon a certain suggestion made by . ' !>m at a meeting of the Board of (Sty Com- " missionary. 1 The Mayor upon the date in question, inf vited his colleagues to consider the adriaabil- * ity of engaging the services of a competent ' person to draft out certain ordinances, for ' which there is an urgent need and an imperative demand. An amended Building Code and * Ordinance, were two specifically menr.ticoed by the Mayor. We wrote eulogizing the suggestion in good faith. We thought it then deserving of uni- - venal approval, and, as far as the suggestion I goes, still think so. To be perfectly frank we ■ anticipated the matter would be brought up f for further discussion, at the following mcctI ing of the Commissioner- Mayor Champion - expressed the wish. 1 We further thought and still think the May - - or offered good reasons for the engaging of I some person a- be suggested. The urgency of I • the heed for the nr. finance* aforementioned • i cannot be exaggerates!, and with other duties s crowding on them, neither of the three Com-.-miuioners have the time to devote themselves ( collectively or individually, to the work of pre- . paring them. t In the meantime we have received a letter, . which to say the least is not flattering, either , to our faith or judgment. In point of fact the , . writer declare* we have been cunningly duped r and his reflection* upon our cmiulity are by - » no means complimentary.

Mr. Editor, you asked . what was the cause of delay with regard* to y the fire protection proposition. You hare not lived long enough here. You may yet live to find that behind the delay, there are political reasons, or reasons involving private interest*. "1 was told that one of the ladies who came . .'wfore the Commissioner*, on the question of r zv-ning. asked if it could lie made an issue a*. the next election. That lady louche.; a soft j spot, ar.o uttered more wisdom than perhaps -he realized. Personally 1 do not expect a new building code, new fire law*, zoning, or I ( hard -surfaced streets for the next three years. Just as the next election draws round me may j hear meriting of them, ar..; perhaps a little t action. Not before 1 doubt. Until then we shall exist on a diet of promises and boosting. Not for yours truly thank*. 1 prefer scrambled a egg*. Don't let me discourage yam however, keep up the good work."' After reading the foregoing apistle. it will f ;* readily understood, what a severe joh our j , pride experienced. Ther. again very contradictory statement are • made at various times. F rom one official we | , learn that a building code is ready for pre- ! sentation, by another we are informed, that no code has been so far drawn. The same is ! true of the fire ordinance. The logical inference to be drawn from Mayor Champion's suggestion, that the Boar-! of Commissioner* should engage the services of ' competent person to undertake the task, i* that no code or fire ordinance ha* been prepared, for if so, then why nee- 1 engage a per- . son as proposed. Why not present them if Every day's delay increase* the peril. Or must. we have a Big fire to goad the authori- . ties into action? HELPFUL HINTS LEMONADE — If the whole lemon is put .
